In Windows 8.1 how can I keep indexing of a specific folder from resetting to indexing after I go into properties and turn off indexing?

 

I have a folder that is used for downloading photos and other items, but mostly photos. The folder is excluded from indexing under the normal system indexing built/rebuild. It appears that whenever I shutdown the computer and then boot it the next day, the folder resets to indexing. I am using the Admin account to change the properties. I uncheck the box next to "Allow files in this folder to have contents indexed in addition to file properties".
