Window 8 to 8.1 update

Im using inspiron 3521-8112.

I have never update my laptop since 2014.

Now I have found that window 8 no longer receives updates and I can download 8.1 for free from the window store tile.

 

The fact is that I used a metered connection which gives me 2GB of internet usage per day to use.

 

Can you tell me a solution how I can update my window to 8.1 in such scenario since the window size is around 3 GB.
