Some Setups for apps wont work

Ive been trying to do stuff with installing things like voicemod, which use a setup you install from the site and then open to get the full app working, ive been trying to do it but for some reason anytime i open it and get everything done at the end it stops and gives me a error saying failed to connect to something, i tried this with a app i got from oculus and it just says it cant connect to its servers, what i suspected was my antivirus shutting off the apps connection to my internet, yet i dont know how to fix it nor can i download windows troubleshooter, and i dont know how to activate it if its on my pc already
