Upgrading old Windows 8 to Windows 10

I know people can upgrade to Windows 10 via Microsoft Updates and through the Windows 10 Upgrade Tool; but can my friend, as long as he does it on the PC where the Windows 8 key has been active on the motherboard for the longest time, do a full storage format and clean install of Windows 10 rather than the other options?

Ex;

Download the Windows 10 Tool. Install it on the USB flash drive. Boot it from the bios menu. Format the drives and start a whole new fresh install on a bare drive of Windows 10 because he has a Windows 8 key.
