who can help me fix the windows 8?

Hi well, my laptop was stopped working 2 years ago when i turn on the laptop aperared a blue screen say:"RECOVERY YOUR PC NEEDS TO BE REPAIRED ERROR CODE:0x000000f" that´s the problem but I have another pc from windows 7 but i upgrade to windows 10 the problem in this country , in Venezuela. sometimes some venezuela's states are out of power so i want to want this laptop to learn about steve jobs but the problem is i connected the flash usb and says OPERATING SYSTEM NOT FOUND

 

 

 

so who can help me fix the windows 8?
