I can't download due to "Virus Scan Failed"

I've tried everything, from disabling my antivirus to doing the redist workaround to doing whatever I can find to try and fix this problem. For whatever reason it just WONT work and keeps telling me the virus scan failed! I'm 100% sure whatever I download is safe, but it just keeps saying that thing!
