Is this basically factory resetting my PC?

I’ve been fighting with this PC for two days now, trying to fix its freezing issues and keep all of the files on it for my mother. I thought I succeeded only to be slapped in the face with an admin account I can’t get into. With permission from my mother, I’ve resorted to factory resetting it since it’ll be mine to keep anyway, but now I’m confused. If I want to reset it to its factory settings where I can start over even before the lock screen, do I choose to ‘just remove the files’ or ‘fully clean the drive’?
