Dual monitor touch screens not working - can't access the "Tablet" setting to calibrate

I am trying to get a dual monitor setup with touch screen. Problem is only the primary screen will accept touch commands, and the secondary screen passes touch commands to the primary screen. Apparently the fix is to go to Control Panel and calibrate the

screens via the &quotTablet&quot setting - problem for me is that I can't find the &quotTablet&quot setting anywhere. The only setting that apears if I do a search for Tablet is the &quotPen and Touch&quot setting.
