Windows 8 Raw partition of 1Gb on 4Gb cannot format to NTFS

I have a 4Gb SD card in my Sony laptop which has a 1Gb Raw partition on it and I want to reformat to NTFS unfortunately the disk manager in Windows 8 cannot format the card but recognizes that it has a 1Gb healthy Raw partition.

I know my card reader works fine.

Can anyone help!
