Cannot access "PC Settings" nor the Apps Store

Hi,

It seems that both just crash to the desktop right after the big icon flashes through the screen.

I've been googling this for quite a bit now. I tried using SFC command but no anomalies found.

I tried using safeboot but that didnt help either.

My only remaining guess is to reinstall (I cant even Refresh PC) or repair-install to get this fixed.

Any suggestions before I do so?
