My windows 8 always not responding!

Even just I double click a text file on the desktop!

In this case the Task Manager couldn't be launched so I have no way to browse/kill applications or processes.

I think that is due to privilege issue but I have set Never notify for my UAC and I am administrator.

 

 

Any idea? Thanks in advance!

Windows 8 pro x64 (version 6.2.9200) updated to the latest.
