Windows Key + X does not work in Windows 8

I have a number of machines that the Windows + X key combo does not work on, and right clicking the start menu (On the bottom left) does not cause the menu to appear either.

 

Is there a computer or user based setting that disables this functionality? Any ideas how to fix this?
