How to buy apps from windows store if live outside of US and does not have a US credit card

Hi,

My friend is using a window 8 phone. He is having problem buying apps from US windows apps store because the process require an address in the US. By the way, he lives in Taiwan. So he has an address in Taiwan. Thank you for reading my questions!
